Is there any way to lock your cpu at one speed no matter what or to set the minimum speed at which your cpu is allowed to run. Any help would be appreciated.

I think it may be possible through RMClock, although I cannot be sure. I haven't personally tried the program. May I ask why you want to clock the processer to a specific frequency?

Yes there is; you can use Notebook Hardware Control (NHC) to do it:

I attached a screenshot of where you can do this in the program.
Check the box that says "Enable custom dynamic switching,", and then you can set the minimum and maximum multipliers for both battery + AC.Attached Files:
