Omg, the high pitched noise is driving me crazy. My previous laptop allowed me to shut off C-states in the bios and I never had any problems, but my new laptop doesn't allow me to shut off C-states and now I have this very, very annoying cpu whine.

Running HLT wastes batt life. Just follow the smarter guide to undervolting above and find/set the c4 frequency that doesn't have a resonant whine that your ears pickup easily.
I'm not sure if rmclock can turn off c4, dont have c2d cpu to check for ya. -

yes with RMclock you can just choose to have the cpu at the highest multi all the time.
basically it's a software method to dissable C-states. -
Lets remember that it is NOT the CPU that is making the noise. CPU is silent. Its the power components creating the noise when delivering different amounts of power at various CPU states.
