Obviously notebooks with desktop CPUs can use ultra-high-speed RAM, but what about unlocked notebook processors? Can the 6820HK/7820HK and the like use memory clocked above 2400 MHz at its full, rated speed?

2400MHz ram is rated for Kaby (several deliver 2667MHz as option - but MSI max out with 2400MHz). 2400MHz ram should as well work with Skylake if not firmware is fully crippled by the ODM.

You can also look into Hwbot.org and see benchmarks for the processor. Laptop model and hardware is normally listed. You can see ram speed at least for the XTU bench there.

Good question, because Haswell, Broadwell, Skylake were rated for DDR3-1600MHz speed, but they are willing to run with 2133MHz DDR3 modules at that speed. So I'm also wondering an DDR4-3000MHz SODIMM Module how fast will run with a Skylake or Kaby Lake CPUs?

A very few Laptop with (Skylake/Kaby) can run +3000MHz. All depends on the ram lottery and firmware.

6820BGA(Look into XTU Hardware or XTU settings for ram speed)

7820BGA(Look into XTU Hardware or XTU settings for ram speed)

Fastest I have seen is 3332MHz in Clevo P870DM3. It could be that I have not seen all

I'd like to see something common CPU with DDR4-3000 modules, like i7-6700HQ, I5-7300HQ, i7-7700HQ...
