Hi! I currently have a laptop with an Intel Celeron P4600 processor, I want to update it with an Intel Core i5 430m processor, but when using CPU-Z it tells me that I have a Max TPD: 25.0 W, but the two mentioned processors have a TPD: 35 W , my question is:
1. If it affects something that has a higher TPD?
2. Can I update it without problems?
3. Why does my laptop have a processor with a higher TPD than the one indicated in CPU-Z?

I don't know why CPUZ would report 25W, that's a 35W chip. So the VRM and heatsink will be fine for a dual core i5 or i7 (or even a quad core, but those will run too hot).
But it's likely that you can only use a limited number of processors, based on the laptop's BIOS support. Some laptops support the whole range, but most have a list of supported CPU's.

So, I could not find an actual list from Samsung, only a few reports on a Brazilian forum (not sure if you found them too).
Someone tried upgrading from Pentium to i5, but it would crash when booting Windows. Core i3 worked fine. Could've just been a faulty laptop, though.
Looking at marketplaces, there seem to have been 2 different revisions of this laptop, one that came with Pentium or Core i3 and one that came with Core i5.
I'm not 100% sure, but it looks like RV411-xx01-04 only support Pentium and Core i3, while RV411-xx05-07 come with Core i5.
What's the number after "RV411"?
Can you try the processor before buying or return it?
It seems to me that your laptop *should* be able to run anything from Pentium to Core i5-480m (as the latter was released first) or even Core i7-620m, but I can't be 100% sure. If you have the option to get a refund, I would try it.RobertCZ likes this. -

I do not have a refund option, but after reading your previous comment, I have decided to opt for the Intel Core i3 380m to be safer, do you think this core i3 works for me?

It should be on the bottom of the laptop, or under the battery. Are you buying from eBay or elsewhere? Maybe the seller can agree a return, just to be safe. Or if you're in Europe, you might have 2 weeks for a free return legally, but I'm not sure.
Yeah the i3-380m came with the RV411 as a stock option, from what I can tell it should work on both revisions of the laptop.
You might want to update your BIOS (or maybe not if it has Spectre/Meltdown patches, which just make everything slower) -
On the bottom of the laptop it says: "NP-RV411-A0GCO".
I'm from Colombia, I will try the core i3 380m.
I don't understand what you say about updating the BIOS, sorry I don't know much about that.
