    I am just wondering if I bought a Mini Pci TV tuner card for my Toshiba laptop, would I be able to use the S-Video or Composite Imput on the Card as a standard Video imput for say a PS3 or Xbox..??

    Theoretically yes, but you'll need the right software to make it work within windows.
