The NC8230 is a Socket 479 machine with a 915 chipset. The fastest processor you can put in your machine is the Pentium M 780. Core Solo, Core Duo, Core 2 Duo cannot be used. Quite frankly, I don't think it's worthwhile to upgrade the 1.7GHz Pentium M (the Pentium M 740, I presume?). You're better off upgrading the memory to 2GB instead.

You can try windows 7, but it is still in beta version, and has its problems. You can read about the problems in the operating system section.

If you do not use the system at all, than why upgrade it?

Your system uses DDR2 sodimm memory, so upgrading is very cheap. Your system has a maximum memory support of 2GB (2 x 1GB) PC4200 memory.
That should cost no more than $20 online.

CPU upgrades are cheap, but you need to dismantle most of your laptop to upgrade, and as commanderwolf mentioned the fastest you are getting is the Pentium M780. So 1.7GHz to 2.26GHz isnt the biggest performance increase.
