Yeah they can. One friend of mine got his laptop completely fried, it was actually giving off smoke. Another friend, just got a minor surge her laptop turned off and later found out her ethernet was fried.

Its always safest to use a surge protector in my opinion.

That is why you buy a surge protector they do have warranties that cover things attached at amounts like $25,000 to $50,000 for $25 to $50, not extra included in purchase.
