My AMD is running at 1.9GHz and I'm wondering whether overclocking or undervolting is available as an option to those with this CPU model. NHC doesn't give me the option of changing such things but I'm not so sure...

You can undervolt it with RMClock and OC it with ClockGen.

Try nvidia's ntune service. it should allow you to overclock the the CPU. As for as undervolting RM Clock should do fine for that.

Is there any "all-in-one" program that can handle these functions? Does NHC not support the TL58?

I havent seen any. But NHC has never been that useful for AMD based systems since it was released. It was more geared towards Intel syatems.

That's a shame; speaking of power management, has anyone found SpeedFan to be useful? What do you use it for?

Speedfan gives you the temperature readouts and helps control the fan speed. But, typically with software like these its a hit or a miss if it works with your system or not. Most of the time they dont support notebook MB's but there are specific notebook utilities which do support notebooks like the i8kfangui which works with some Dell inspirons.
