Try Sapphire TRIXX?
https://www.sapphireselectclub.com/ssc/TriXX/TriXX.aspx
This is what I use for my 5870M's. -
tried/trying Sapphire Trixx, any time i try to apply clocks it snaps back to stock, how ever it does seem to let me undervolt and form what i can see it actualy works.
EDIT: so maybe it was/is the Vbios but, i have notice no one program reads all of the settings/readings/sensors correctly and each program can read or do something the other can't except Riva tuner which can't do diddly squat. -
Try the Ati Tray Tools overdrive section (not the hardware oc one since it normally doesn't support the 4xxx series)
download from Guru3D.com -
msi after burner only lets me under clock, sapphire Trixx lets can't adjust any clocks but, will let me under volt. -
Wasn't sure if this meant any thing or not?

EDIT: got it working.
I install MSI AfterBurner but, didn't open it
modified afterburner.cfg set unofficial COing and EULA to "1"
modified rtcore.cfg and added "9488h" to RV730
copied "atipdl64.dll" & atipdlxx.dll to \Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static\ [probably unneeded]
copied "atipdl64.dll" & atipdlxx.dll to MSI AfterBurner root
ran AfterBurner clocks didn't work/apply
added "/XCL" to the MSI AfterBurner shortcut
rebooted
AfterBurner alerted me of extended clocks and told me to reboot
rebooted
ran AfterBurner altered me again about extended clocks and asked me to reboot (i didn't reboot), i removed "/XCL" from the shortcut.
ran AfterBurner, clocks showed up on GPU Observer, jammed core clock as far as it could go and hit apply and it instantly crashed the machine.
PROFIT!
EDIT: it insta crashes if i even raise the core clock 3mhz. I believe MSI AfterBurner is trying to apply these clocks in 2d clocks/mode. gonna try the above with Riva Tuner.
EDIT: got Riva Tuner working, how ever i don't see it letting the card drop back down to 2d clocks. However this should let be able to test clocks so that maybe i can flash the Vbios with my desired clocks.
Can't OC my R4670
