I currently have Windows 7 and Ubuntu Studio 13.10 on my computer, with each on their own partition.

Since I have been and will be doing a lot with my computer and other devices, I think it is best that I start from scratch. Everything is already backed up.

Would it be best to "repartition" my HD and reformat that, or should I reformat both?

    What about "zeroing out"?

Should I defrag before AND after?

I want it to be like I never installed anything on this HD.

What is the cleanest, safest way to do this?
