It's supposed to be there. It protects the CPU die, which is very sensitive.

the black stuff is usually an epoxy of sorts to help stabilize the chip on the PCB, you don't want to mess with it. The top of the core is the only part you need to be concerned about.

That stuff is really hard. You would need a screw driver to remove it and would break the CPU in the processe of doing it.

You cannot, and should not remove the CPU die, otherwise it won't really be a CPU anymore.
Even if the die seems to be clean, its best to wipe it with ethanol/ArctiClean 2 or equivalent, 'cause you want the die surface to be absolutely clean before applying the thermal paste.
