Hi,
I have a Dell i7559 (Intel i5 6300HQ, 8 GB DDR3 RAM, Nvidia GTX 960M and 1 TB HD). The processor has a TDP of 45 W, but it can be configured to 35 W.
Any idea how it can be done?

That can only be done via the BIOS by OEMs or by modifying it. But it would also reduce performance as it would force lower clockspeed.
EDIT: Basically, instead of running at 2.8GHz across all 4 cores, it will run at something like 2.2GHz which would mean a performance loss of about 30%ChanceJackson likes this. -
If you can change the turbo power limits (PL1, PL2) in throttlestop you can restrict the power limit to whatever you want. That's not technically using cTDP but the effect is the same. But it ultimately depends on what's allowed (or left open) in the bios
