I had a Toshiba P100 but I don't know why when I use the RM clock, it show my coreclock at 1000? Anyone have any ideas

It's adaptive to the workload presented. Download "Notebook Hardware Control" and you'll be able to observe the speeds change as the loads change.

That is a part of the power conservation features that are a part of most mobile processors. It is something that has been done for years.
Some notebooks have utilities that allow you to configure how this is implemented, others, change depending on the power profile selected. I think there are other 3rd party utilities that you can use to control this also.
