Is it worth it to pay 80$ for an upgrade from Core i5 i5-2537M to Core i7 i7-2617M?

In most cases, no. There is a 13% difference in maximum turbo clock speed and 50Mhz higher video turbo clock speed between them (900 vs. 950 for the i7...).
But if this is a Dell/HP/Lenovo (or other name brand notebook) I would call them up and see if you can't get the i7 for the price of the i5 at no charge. -

As Tiller has stated, in most cases no. Also what laptop are we referring to? For normal usage (Office, email, Youtube) no you will not see a difference. For rendering, compiling yes there would be a difference. Also depends on your usage.
