    Core speed is jumping from .999 to 1996.3 mhz off and on. Is this normal?

    When Idle, the cpu core speed jumps from a very low .999mhz to 1.6mhz.. The max it ever gets to is 1.996 mhz. Never reaching 2ghz.

    T7200. Is this normal?

    Completely normal. Speedstep is used for saving battery life.
