Overall, DDR2 is better(faster) than DDR and the market focus on DDR2 for all the motherboards. Just like me, i don't have choice to choose DDR2 after upgrading Pentium Dual Core CPU.

Now I am confused... How can DDR2 have more latency AND be faster?

You will have to take into account the extra bandwidth provided by the increase in clock speeds. Higher the clock speeds higher the bandwidth. This provides the additional performance boost particularly for Intel cpu's. They are considered to be more bandwidth hungry and are less concerned about the latency, vice versa for AMD cpu's.
