I just bought a Dell E1405 Notebook and I want to upgrade its CD burner to a DVD burner.

There are some aftermarket slim dvd burner drives for notebooks on newegg.com. Are those DVD burners universal as long as I remount the brackets from my CD burner?

Yes; also the faceplate, you must change it. However, be warn, the stubborn bracket's screws are hard to remove. I kept on trying it with no luck.

I may be wrong, but I don't think changing the faceplate of a new drive is necessary with the E1405. From what I can tell any aftermarket drive will work with the E1405. You just need to take off the bracket from the back of the old drive and install that on the new one and it should work. I haven't done this with mine, but unless the faceplate on Dell's OEM drives are different, it should work.

A new drive will slide in perfectly and work fine with the system. However, unless you switch the faceplates it won't be flush with the system. Most manufacturers use their own faceplate size even though the connection is nearly universal.
