I have only one fan in Dell E1705 - how do I add a 2nd fan? The slot on the right-hand side is empty.

If your laptop has an integrated graphics card, then there is no purpose to have an extra fan. The fan on the right side is to cool the graphics card, mainly the 7900 series, as they need a separate heatsink. A dedicated card uses much more power and needs to be actively cooled unlike an integrated card.
If there is no heatsink, then there is no point in adding a fan. It will do nothing for you.
