IIRC that's a Pentium M, correct? There was a list on Notebookreview of Mobile processors and their motherboards, you may be able to find an upgrade on there, but with the notebooks outdated specs, you may find it more beneficial altogether to move to the new Core architecture...

What are you doing with the laptop in particular that you need to be faster?

The inspiron 9300 uses pentium M processors.
Your system can be upgraded to the Pentium M780 running at 2.26Ghz if you desire.
Finding a M780 may be a challenge, but you should be able to find a M760 or so for pretty cheap online.

You may want to shut off some background processes before stating your cpu is too slow.
Go to the start button, go to the run command and type in MSCONFIG
Than go into the startup and services tabs and shut off anything you are not using. That will free up cpu cycles, memory and harddrive usage.

How much memory does your system have?
You can use cpu-z to find out, or right click the mycomputer button

Your system can be outfitted with up to 2Gb of memory, so that should be a primary upgrade since ddr2 memory is very cheap. Your system has a maximum memory support of 2 x 1Gb PC4200 memory.
Here is a good deal on a 2Gb kit: (It will automatically downclock to Pc4200 speeds in your system)

What harddrive does your system have?
You can use hdtune to find this out. (the model is in the pulldown menu)
Upgrading to a faster harddrive like the Samsung Hm160HC will show a nice increase in performance over all other IDE/PATA notebook harddrives.
