My Dell Inspiron 4100 CD/DVD is running slow or not running at all at times and then sometimes it works fine. Do these go bad? It is a Sony 16X removable drive.

try cleaning the lens on the optical drive with some rubbing alcohol on a q-tip.
swirl the q-tip gently on the lens in a circular motion until the lens is clean. That should help fix the problem. If the problem still occurs, it may be time for a replacement optical drive.
