Correct me if I'm wrong but wouldn't the 4790K Devil's Canyon CPU be better than a 6700K since on stock speeds it overclocks to 4.4 GHz?
I wish I could've bought that CPU but the systems that offer that CPU are kinda old / don't support 980M SLI nor 980GTX (Desktop Class)

Check out the benchmarks scores. Even without high clock speeds, the 6700k seems to be a tad bit faster.

Skylake seems to have slightly better IPC than Haswell and also runs a lot cooler.

There are always exceptions, but a newer platform is always superior.

But the newer hardware is not that much better either, maybe 10% at most, except maybe x2 for bitcoin mining but that's maybe due to new instructions?
But Phoenix answered his own question, cpu difference may not be that big either way, it's the other new stuff, like thunderbolt 3 that comes with skyflake only (as far as I know), could be huge deal.
I don't expect anything drastic from Intel (neither from Nvidia) for many years to come unless AMD comes back from dead. -

DDR3 2133Mhz shouldn't really make too much of a difference. TBH.
