I've been taken broken laptops and fixing them up. I wanted to know what programs you guys use to make sure all the hardware is working well.
One more question. I'm using Memtest 86 and it says my memory runs at 333mhz while the BIOS says 667mhz. Any idea why this may be?

The real frequency is 333mhz but since the ram is double pumped, the effective frequency is 667mhz.

CPU-Z, GPU-Z, HWINFO32, CPUID Hardware Monitor, GPU Caps Viewer.

Ultimate Boot CD. It has a range of tests that run from a live CD.

Eurosoft is the industry standard. Give it a google. I use it everyday as part of a PE I have.

Windows places a lot of security, abstraction layers, and latency/overhead between the user and the hardware. This makes meaningful testing, as opposed to simplistic identification and inventory, pretty hard to do.
You are going to find that most (all?) credible hardware diag software runs from bootable media.
There are plenty of bootable diag-specific linux distros available as well as commercial products. -

However, things like systemrescuecd, stresslinux, gpartd, memtest will all bang away at a system pretty thoroughly -
Bing is my friend. There is a lot of junk to go through too, and for someone like me I'm less likely to find something friendly for me.

CPU-Z, GPU-Z, HWINFO32, CPUID Hardware Monitor, PC Wizard 2009 and built in windows diagnostic tools should be enough.

none of those 'tools' do much of anything other than reporting what is there.
