The differences are: P8700 has 3MB of L2 cache and has a TDP of 25W, while the T9400 has 6MB and is 35W. The core voltage on the CPUs are also different. -

The P9500/T9400 have 6mb of L2 cache memory which can improve performance slightly in various situations. The P-series processors are designed to use less energy (battery) and generate less heat when operating at/near 100% (which is almost never).
The real-world difference in performance isn't noticeable, in my opinion. The P8700 is the least expensive of the three and it's the one I'd recommend.
I have two similar notebooks (both Dell Latitude E6400s), one with a 2.53GHz P9500 (6mb L2 cache) and the other with a 2.4GHz P8600 (3mb L2 cache). I have yet to see any noticeable difference between the two! -

The CPU doesn't always matter that much, depending on what you are going to be using the computer for. -
I'll be using the laptop with a lot of Programming using VMWare not gaming.
I'll be developing C# and SharePoint on VMWare. From my experience with this on my Inspiron 9400 T7200 2.0GHz 4GB RAM, it consumes alot of resources.
So, my next laptop, processing speed is very important to me. I'm looking at Toshiba A10-16D that boost T9550 2.66GHZ. -

For comparison sake, the T9550 performed 68% better than the T7300 on the Passmark CPU benchmark. They don't list results for the T7200 which has a 667MHz FSB compared to the T7300's 800MHz. So the performance increase will be even greater.
