Turbo can OC by +1 multiplier, so all 4 cores can increase by +133MHz. This means the 1.6GHz 720QM can OC to 1.73GHz with all 4 cores.

Indeed. So can the 820 and 920, but a tad higher...
Anyways, who could use while mobile 4 cores at 2.8GHz? Battery life would be 5 minuteslol

Most people don't stress/load their CPU 100% all the time on battery...

Thanks, that is my point, you wont be using your quad-core with the 4 cores at 100% load so that the TB has to kick in and full it when mobile.
1. Battery life would be pitiful, not to say inexistent
2. Heat would be unbearable if on lap
3. If you'd want to do that, get near a plug
Basically it would not be efficient at all (and that if you even get to push it to 100%...which I highly doubt)
Difference between quad core and i7
