How much better is the Intel processor listed above compared to the AMD? I'm on a fairly low budget and I was wondering if there's a vast difference and downgrade if I were to purchase a laptop using the AMD. And is it worth the price differences?

About the same, maybe C2D little faster but both will be the same real world. On budget systems AMD have better GPU's often, if so go AMD.

Not worth the price difference, assuming the AMD is cheaper.
