Out of these choices of 4GB, which is the best for upgrading my new Inspiron's 1GB of RAM? Is the 800MHz really not worthy paying the extra $50 USD or so for?

All of those should be fine although I haven't heard much of PNY, but usually the company doesn't matter.
Paying $50 more for 800mhz ram is ridiculous because you wont even see a large enough increase in performance to say "My $50 was well worth it" the fact that it is 4gb will please your needs of an increased performance.
To put all 4gb's of RAM to use remember to have a x64 O.S. -
800MHz RAM is not worth it...especially since most laptops only support up to 667MHz.
