When I measure the power going into the laptop(laptop switched off during charging) I see, around 40 Watt going in , at 19 V , this gives around 2 Amp.
This is for a samsung laptop X360 with 6 cell battery.
Does a 9 cell battery gets charged at a higher charge rate(more than 2 Amp) than a 6 cell ?

No. However, changing an power adapter will allow you to charge faster thus increasing the charge rate

Theoretically it should be faster, the peak charge rate might be limited but the rate towards the end will slow down (as the reaction reaches the limit) so as the 6cell reaches its max the 9 cell will still be charging at a higher or the capped rate.

If the charging circuitry limits the max charge rate at 2 Amp, even a 1000 Watt charger will not increase the charge rate then
I have a 60 Watt adapter and only 42 Watt ( tested experimentally) is used at the max charge rate
