I installed Riva Tuner v2.08 on my Vostro 1700 and I enabled the fans in the setup but I heard nothing even at 100%. Do they use passive cooling i.e. "heatsink" only?

No, most likely there are 1 or 2 fans that cool the cpu and gpu. I really doubt, especially in such a big laptop that there wouldn't be a fan.

Download I8kfangui.
Run the software, and configure the fan control.
You will be able to control all of the fans in your system.
Riva Tuner does not have fan control for mobile graphics cards.

Yep, download i8kfangui for controlling Dell GPU fans. Rivatuner doesn't work.

Im sure that it has a GPU fan. Basically all laptops do.

none for a HP, the fan algorithm is hard coded into the bios

8600m GT it self does not have it's own fan, what it have is a big metallic plate with a coper arm connecting it to the CPU then to a fan on the side of the laptop that cools both components.

I don't believe mobile graphics cards have their own fans, do they?
At least the recent Nvidia ones don't. -
Just turn up the CPU fan - both components are cooled with the same heatpipe/fan system.

I tried it and it doesn't work unfortunately. It does show my temps but it doesn't support fans on my Dell laptop. I even enabled Dell notebook support in the options. I tried v4.33 and v4.34 beta.

Have you tried i8kfangui?
It works on most dell laptops.

I have heard of i9kfangui, but I think its just a hacked version of an already third party software.
I have never physically used it.
