All current harddrives have an area for the heads to park on the disc. This is usually in the center of the platter. The area is their, so that the harddrive can stay active when idling. The head simply flies above a region of the drive which has no data sectors below it.
On old harddrives, when the drive powers down the heads go to the middle of the drive, closest to the motor. This is also the idling region of the drive. This made sense because the inner part of the drive was the slowest, so using it as a idle section was the best use for it.

On new drives, when the drive powers off the heads fly off the disc and are held by a plastic protector. I am not sure what the manufacturer calls it, but it looks like this: (Its in the lower right corner - its the white piece of plastic)
