I heard that it runs much hotter than the core2's do. I also noticed that the Turion 2's run at lower clock speeds than some of core2's. Do the Turion II's process more at lower clock speeds?

Whether a processor overheats depends on the structure of the machine it is placed on -- if a laptop lacks a decent cooling system, it will overheat with all but the weakest processors. Turions do run pretty hot compared to much of Intel's Core 2 line up, but they should not overheat.

In answer to the second question, no, Core 2 is still dominant clock-for-clock over any of AMDs processors. The new Turions are inferior to what Intel offers, but they're also cheaper so you have to look at your needs and the performance over price ratio.

The new Turion II's are about the same as the C2D's in terms of heat output and power consumption but are still slightly slower clock-for-clock, though the difference isn't much.
