I was looking at a notebook to buy that has Draft-N. But I see that most of the newer higher-end notebooks just have N, not the 'Draft'. Does anyone know if there is a difference with Draft-N and the final N sold in the newer notebooks?

I'm pretty sure Draft N is already pretty close to the final N specifications, so a firmware upgrade should take you to Final 802.11n specs.
Unless a major change happens from now to the "final" release date of N, all you will see are fixes with some compatibility and performance issues. -
Gee, I thought I read somewhere that N is now final but I guess not. But now I think about it, current notebooks are showing a/b/n rather than a/b/draft-N. You think it's final? Though, the compatibility issue is something I don't like contending with. You recommend waiting until N is final if it isn't to avoid compatibility issues?

Wireless N is a mess that's what Wireless N is.
It's not final yet, but at this point it's close to final enough that it shouldn't have any compatibility issues especially the Intel Wireless N cards which should be pretty future proof.
