I want to attach an external (i.e., regular) keyboard to a Panasonic Toughbook. Do I just plug it to a USB port? Or do I need a driver?

Just plug it into a usb port should be plug and play.

Depends on what keyboard you have. Any old generic keyboard will most likely be PnP, but some like the Logitech G15 or the Razer Lycosa will need a driver and program to control various functions that the specified keyboard has.
In short, if your keyboard came with software, install it for full functionality. -

The typing aspect of most keyboards should work fine with or without software. The functionality that's enabled by software is usually related to media controls (play/pause/volume) or macro functionality.
