Is there an upgrade for an internal FM radio tuner that fits either in Expresscard 54 or the WWAN card slot inside my SXPS 1645? I saw the option in my Media Center and thought it would be a great addition.

it's a lot easier to find a usb fm radio tuner... expresscard or mini pci-e is hard to find. I mean dedicated stuff, because 99% of the fm radio tuners are also TV tuners...
In fact I never heard of dedicated fm tuners...
if you want TV too you have several options, just check avermedia and hauppauge websites.

I would imagine you'd get very horrible reception because the tuner would be right in the midst of everything electric, transistors, coils, resistors, capacitators, wireless communications, in fact i get horrible reception on my FM radio at home whenever my laptop is near, and instantly better the moment the laptop is turned off.
