I have my fan on all the time on low, is it bad for it to be on that much in the long run?
With the Target Chillpad and the fan on slow, temperatures are: CPU 33C, GPU 39C, HD 32C.
Obviously this is much nicer than with the fan off and no chillpad (which usually reaches around 50C easily).

I don't see any problem with that at all. I have my laptop fans on high all of the time, from when I turn it on to when I turn it off. This is on a cooling pad as well. I figure the cooler you can run it the better. I haven't ever encountered any problems.

May wear the bearings out a bit faster, and drain the battery a bit quicker, but the other components will like it. Probably the main reason notebook fans aren't typically set to run constantly is because owners don;t like the noise.

My laptop fans run whenever needed. The entire operation tends to be whisper-quiet, so I don't mind too much.
My old laptop was another story. You could hear the fans from that thing all the way into the next room. -
Laptop fans operate automatically whenever a certain temperature threshold is reached. You should not not really override the settings unless you know what you are doing. Fans have a specific function: to cool electrical components. Fans have very long life span and the risk of fans failing are far less than the risk of electrical components failing due to overheating.
