Hope this is not out of place.
Installed Linux Mint 17 v2 on a Dell Vostro 1000.
System is fully up to date. Did straight forward install.
Fan stopped working. BIOS Diagnostic shows everything as OK.
No windows partition.
Tried i8kutils. Does not work.
Any ideas how to get fan working again?

This is a ~2007 system?
Time to replace the fan? -
Before cracking the machine open how to determine the failure of the fan?
By that I mean that an anomily in the bios or boot process. -

From a cold boot into the BIOS, the fan should come on as the power saving options of the cpu will be disabled.
Did you modify the BIOS in any way? Flash another version perhaps?
If the fan doesn't come on when you're sitting in the BIOS screen(s), then it sounds like it is done for. -
From first boot sounded like fan came on momentarily.
To my knowledge nothing has been done to the BIOS.
The BIOS shoows as BIOS Revision 2.5.2.
I booted into the Setup and Enabled the Diagnostic screen to show at boot. The fan came on strong and continued at a lower speed.
Powered down the machine and left it for several hours.
I booted the machine the Diagnostic screen showed but there was no sound and the fan did not come on. System powered down.
I booted into the Setup and Disabled the Diagnostic screen to show at boot. Upon boot the fan came on and has settled at a very low speed (I think).
The upper left of the keyboard or elsewhere is not hot.
Since writing all this stuff up I came across another way
to check the diagnostics that was holding down the Fn key and booting the machine. Upon running this method it gave me an error of 2000-8010.
What is the error telling us?

It was suggested to do a cold boot and do the diagnotics again. Upon doing so the system passed all elements.
System seems to be running OK. Air is pushing out at a force comparible to other machines.
Thanks all for looking and ideas.
