Even though the highest I've seen them is at 80c why are they Idling at 70c and is this a problem?.... I just upgraded to Vista 64 ultimate then windows 7 ultimate...

Have checked to make sure their is no dust? That could be a big issue. Or maybe your fan could be broken.
Maybe this has happened.

Dust off time... I'll bet there is some nasty dust in there I haven't cleaned it out in a while

How old is the computer?
What model are your CPU and GPU?
Do you use it on soft surfaces (so fluff is more likely to be sucked into the cooling system)?
What is the CPU utilisation on idle?

Yea I have it on carpet... I built the computer about 2 years ago... Intel quad 6600 2.4ghz and a Nvidia 8800 GT OC... It runs perfectly no hitches the temps have just gone up recently, about 5-8c after installing windows ultimate then Windows 7

I think that this is down to -
Quite a few manufacturers try to make there laptops high performance, but then at the same time try to keep them really quietly, so leave the fans to come on at least minute, or at a low RPM
Many people have overcome this with notebook hardware control though which allows you to (on some models) alter the RPM of the fans manually -

CPU is idling around 50 now, but the GPU is still up in the high 60's low 70's...
