I am going to college and I want to play PC games on a big screen, but I want a 15in. screen laptop for portability. If I were to use HDMI-out to a 21in. screen monitor in my room for when I play games, would I be able to play games at almost-full potential of the laptop?(If the graphics card and etc. were to be powerful enough) Or would this even work?

Of course it would work, it would be a bit pointless to put in an HDMI port which didn't work.

The size of the screen doesn't matter, it's what the resolution is set at. If you play games on your external monitor at the same resolution that your laptop screen is at, you will have the same performance. If you use resolutions on your monitor that are higher than what your laptop screen does, you will have lower performance. This is assuming you use the same detail quality and only change the resolution.

Be aware of a common issue, such as input lag. Try to get an external display with an input lag as low as possible, pay attention to features like 'game mode', which reduce the mentioned lag significantly.
