Quadro RTX 4000, max TDP is listed as 160W, If I'm driving two 5k screens with normal web browsing (no gaming), what would be the power consumption of the card? Is the power consumption governed by the BIOS (I'm planning to run Linux)?

The RTX4000 has the same SM/Shaders/ROP/Tensor cores/etc as the RTX2070, and Toms Hardware puts it at around 11.5W idle power consumption, so, even driving more displays, if all its doing is non 3D work, consider the same baseline as the 2070, put it at 12-13W idle with two displays.
