Is there any difference in picture quality between a 1920 x 1200 WUXGA monitor and a "Full HD" 1080P Television?
And as a followup, would any graphics card capable of producing a 1920 x 1200 picture be able to produce "HD-Quality" picture?

Pretty much anything out there now today is capable of producing that resolution.

1. No, the aspect ratio is just different, so you should get letter boxing in a 1920X1200 screen when watching 1920X1080 content.
2. What exactly do you mean "HD-quality"? If you mean will it be able to produce the same resolution image at the same color depth with the same refresh rate of an HDTV, then the answer is yes. -
The resolution will be the exact same using a 1080p tv and a 1920x1200 monitor, but the big difference you'll notice is the response time. I have a Samsung LN37A550 (37" full 1080p w/ 5ms response) that I use as my computer monitor. It works great!!!!!!!!! I have no issues with it at all. I have a dvi to hdmi adapter cable hooking it up, and even have an open VGA plug on the back if I need to troubleshoot somebody elses computer! I know computer monitors have better response times then 5ms, but it's still pretty good, and I have no issues playing games on here. I'm using an old-school Nvidia 5900 Ultra card on a Pentium 4 (insert laughs here) and it has no issues running videos or playing games. When I get my laptop next month, I plan on running it to the other HDMI input on here and will be able to use my desktop computer, laptop, and even a 3rd computer if necessary.
I'd HIGHLY recommend using a nice quality HDTV for a monitor!!!!! -
The picture quality should end up very similar, but remember to consider if you need a built-in TV tuner or not (such as if you want to pull Over-the-Air HD signals, or your cable box only has coaxial outputs). A lot of the time, the HD tuner is what causes an HDTV to be more expensive.

(just doing this to be sure before i buy)
i have an acer aspire 5100 notebook, AMD turion dual core 1.8GHz, 2GB RAM, with an ATI radeon X1300 card in it, on vista home premium, i wont be using it for games but, will my laptop/video card slow down/struggle if i connect a 24" 1920x1200 external LCD via VGA?

I assume you aren't gaming on that thing. Outside of gaming, 1920X1200 should be just fine.

i will be.. but only starcraft 2 when it comes out
