there is one that is for 'free' (mail in rebate) at the same company but according to a reviewer it doesn't support the higher energy disk drives which is a problem.

try and fine with an actual built in cooling fan.
The 1TB drives get pretty hot, so you really need active harddrive cooling. I made my external myself out of some perforated stainless steel, but I am sure you can find something online with an actively cooled enclosure.

I dont' understand that since it uses an external power brick, and the newer drives tend to not use as much power as the older ones in many cases.

They may not use as much power, but they do get hot. I have a 1tb hitachi ultrastar in my external, and without fans, the drive can get dangerously hot like 55C in about 45 minutes of copying use.
If you want to make sure the drive runs cool for extended periods of use get one with active cooling.
