Need some help figuring out why my cpu is underclocked to 1ghz...
Am using RMClock 2.25 to monitor my clock speeds, and my core is constantly at 1ghz. RMClock reads a multiplier of 6.0x. I've even tried setting my profiles to maximum performance to force my cpu to clock at 1.66ghz (10.0x), but to no avail. Even if I run super pi to simulate 100% cpu load, my clock stays at 1.0ghz. Super Pi takes 2'55" to compute 2M digits, so no doubt my clock is not running at maximum.
Isn't EIST supposed to manage my cpu clock speed depending on load? Is there a way I can use RMClock to manage this for me? Or is this a BIOS issue? Am using a Clevo M550SE notebook, T1300 Core Solo, VIA VN896 Chipset, Chrome9 IGP, 1GB RAM. I've tried looking for BIOS updates but still can't find one for my notebook.

Don't worry about it. RMClock measures just about anything to be 1.00GHz, occasionally going above if your doing intensive tasks - that's just RMClock I think.
EDIT: Try going into task manager and then looking at the percentage load. Say it says 90% for example you'd do the equation (90/100)*1.66 to work out the actual load. This may include slight inaccuracies though as most manufacturers clock it at just under the specified speed to avoid overheating. If this information is wrong do correct me someone. It works for me when I do it but I'm not sure whether it would work on all systems or not - I got it out of a book. -
I would try CPU-Z for processor measurements...I've found it to be more reliable. Also, check the BIOS to make sure that speed-step is enabled (if there is no option for it, you'll be fine for that).

There's no option in the BIOS to enable (or disable) speedstep or anything like that. My battery profile is at maximum performance when i'm plugged (like right now) and CPU-Z still reads 1 ghz, 166mhz x 6. Any ideas?

You should do something intense and then consult the CPU-Z, to save power, the CPU downclocks when it does not need to run at full-burst.
HELP... Core Solo T1300 (1.66ghz) won't go past 1ghz...
