I would like to share my experience from a situation with a notebook
HP COMPAQ 6710b.
Belong to a friend of mine. It was not in use for some months, when she tried to open it but nothing happened !
I removed screws that was holding keyboard.
I changed RAM, removing harddisk and dvd drive and battery and tried other external charger-power supply but still nothing !
One of the two slots that are for RAM is under keyboard.
Finally I removed the small battery (is like small silver disk) waiting 1 min.
I put it again, I connected power supply and computer opened !
I made a BIOS update to ensure that has fixed some things from the old BIOS.
Good luck, this maybe can save you money for a new motherboard or new notebook !

That was probably the BIOS Battery, for keeping System time and Bios Settings. Did you replace the battery?

I did not replace the battery. I made all BIOS updates. It needs to do it from the oldest version just after the version of notebook and to repeat the process till the last update, in my case Last is F.20 - 1 Dec 2011.
It works fine now. The battery has voltage 3.2 V
Well, people with same problem can try to change battery before make the updates to see what will happen. I don't have near me shop for this kind of batteries so I made the next best thing, removing and put again battery and updating BIOS.
Some times there is a problem to the power button inside ! In that case you need to order a new this small PCB that has the button on it.
