    Well, not exactly, but kinda.

I am using RMClock to downclock my CPU. Then, if I turn it off, every time CPU usage goes over 5-10%, computer starts making specific sounds. It is roughly similar to a disk seek sound, but still quite distinctively different. I would call it a CPU seek sound because it also stops immediately when CPU load drops below this level.
The sound is located in the CPU area but is definitely not related to the fan or the temperature.

    Any ideas?

Sounds like a case of CPU whine... in which case there's not that much you can do about it. What processor do you have? I think this was pretty prevalent on Santa Rosa laptops.

It is AMD Turion X2. I vaguely remember I had the same whine in my previous AMD Turion 64 laptop.
The strange thing is it ceases totally if I use RMClock power management.
