I recently bought an HP 9700t, with a dual HDD 7200 RPM 120GB x2
When running a temp monitor, my HDD hits about 46-52C when it's idle, and under a fan in a properly vented room. Is this normal? When running SpeedFan it shows a picture of fire next to them, so I assume that's bad. I have no major processes in the background other than FireFox and Steam. Here is a picture of my temps.

The temperatures are fine. It depends upon each notebook's architecture and depends upon how good its cooling system is. HDDs are fine till 55*C. Try looking for the datasheet for the model of your HDD and check how much is its maximum temperature.
You could try switching off HDD indexing....
Is you notebook cleared of bloatware..??
You maybe having some services running that are using and battering that HDD. Check for them in the Task Manager and run your notebook for an hour in Diagnostic Mode, so this way you would be able to find out if the high temperatures are due to Window's extra activity or there is an issue with the hardware itself. -

Why is 53C a problem? I mean do you have any reference saying that 53C is too hot?

The 7200.2 is relatively power-hungry according to the Tom's hardware max power chart. It's nearer average on idle power. The consoluation is that the 7200.1 is even more power-hungry.

Perhaps I should consider undervolting or purchasing a notebook cooler?
