I have looked around Tigerdirect, Newegg and a few more sites. Cant find any! :(

I found some nice OCZ RAM at Newegg with CAS 4 rating but its SOLD OUT!

Help me find some! Under $40 if possible!

I think that's what he means. The OCZ RAM has those timings.

Another possibility is to use CL5 DDR2-800 RAM if someone can confirm some modules that are CL4 at 667MHz.

G.Skill offers DDR2-667 CL4 RAM, and Kingston too - but in pairs (HyperX)
Or you can get the OCZ DDR2-800 CL5, and I believe the timings will downclock alongwith the frequency, but this has been contradicted by users before. (Probably you can confirm it !!) :p

The DDR2-800 is cheaper than the DDR2-667 (after MIR), and the frequency and timings should downclock giving figures similar to those of the G.Skill !!
