I'm configuring a Lenovo T60 computer and for the same price I can either upgrade from the T5500 to the T7200 Core 2 Duo processor or I can upgrade from a 5400rpm to a 7200rpm Hard Drive.

My goal is to have a "zippy" computer for the everyday stuff of booting up, loading web pages, and multi-tasking music and Office documents. I want the computer to be able to handle everything else impressively but not necessarily at the highest level.

Which one is going to serve me best?

I generally need the notebook computer for:
    internet surfing, video, music
    Office document use
encoding/decoding music (for personal use so it's not commercial heavy duty)
    managing photos from digital camera

Then you will most definetly get better performance with the faster hard drive.

So get the hard drive. :)

I agree, go for the hard drive. It does not look like you will be using a lot of processing power for your tasks; the T5500 is more than powerful enough.

Windows will be much more hard disk intensive, so I would go with that. If you are planning on using a Linux distro and have more than 1 GB of RAM, get the CPU, since Linux will keep everything in the disk cache.

If you have any plans to upgrade the laptop, then you might also considder the CPU, because a hard drive will be much easier to upgrade.
