I want to share my Bluray/DVD burner between my desktops and notebooks. It's a 5.25" IDE drive. I'd only use it once in awhile, I don't care about speed, but I prefer that it's powered through USB if possible (but I don't want to tradeoff price for that feature).
What's a good enclosure for me?

As a 5.25" IDE drive, the chances of getting it powered through USB range from slim to none; 5.25" drives just expect too much power. Not even 3.5" HDD enclosures can run solely off of USB. With that in mind, you'll probably end up picking up something like this ( Amazon.com: Vantec NexStar DX NST-530U2 5.25-Inch IDE to USB 2.0 Optical Drive External Enclosure (Black): Electronics) or this ( Amazon.com: Sabrent EC-525K USB 2.0 5.25-Inch Aluminum 5.25-Inch IDE Hard Drive Enclosure for CD-ROM/CD-R/CD-RW/DVD-ROM/DVD+RW/DVD-RE: Electronics) if you're going for full enclosures, or something like this ( Amazon.com: USB 2.0 to IDE Adapter Enclosure Cable FOR 2.5-Inch / 3.5-Inch / 5.25-Inch Drive with Power Adapter: Musical Instruments) if you're willing to just have the burner sit out in the open with no enclosure.
