Help reading Throttlestop Limit reasons

So I've bought this second hand Dell Latitude E6440, comes with:
i7 4600M 2.9GHz/3.6Turbo
AMD HD8690M 2GB
8GB DDR3 1600 (Single Stick)
240GB WD Green SSD
Factory Seagate 500 GB SSHD on DVD Bay
A non-Original Charger (I know the real ones) with Model No. LA90PM111 rated 90W (I'm suspicious this is what is causing everything)
I have changed the awful thermal compound it came with for Noctua NT-H1

Basically I see "EDP Current" on yellow and blinking on red on Core and Ring at even mouse movement when TurboBoost is active, when it's not, nothing shows, however when I game "GPU Power" becomes red regardless of the speed I set the processor to, or if the card is underclocked to half it's speed, processor drops to 0.7 GHz-1.5GHz at most which causes massive stutters, neither TS or RTSS read CPU speed correctly, only Task Manager, this are the settings I run for Game and Performance Profiles.

I was suffering from Thermal Throttling before changing thermal paste, reaching 97C pretty fast, triggering 97CPROCHOT which throttled me down to 800MHz, had to undervolt 0.075v, underclock to 2.5GHz and disable TurboBoost for processor as well as underclocking my GPU Core to 800MHz (from 975 stock) and mem to 900 (from 1000 stock) to prevent it from happening.
Once I changed it it reaches mid 80s to low 90s if the game is really heavy, like SW Battlefront or GTAO, most games sits at mid 85s at "apparently" normal speed

I have the laptop closed on my Desktop with it's back lifted, I have an external common membrane keyboard (rated 5v), a M150 Logitech Wireless Mouse, when gaming I plug in a Generic USB Controller for some games, (it has 3 LEDs) (Pic) and sometimes I plug in a microusb to charge my Logitech X50 speaker (twice a week or so), I have permanently attached a HDMI cable as I use an external monitor, have my Wifi & BT always off as I use Ethernet

This stops happening if I turn TurboBoost off: here I'm exporting an extremely oversized version of a picture withouth anything being triggered

EDP Current glowing in red is telling you that your CPU is throttling because it has reached the current limit. Post a screenshot of the TPL window. What is the PP0 Current Limit set to in there? If this value is not locked, try raising it and see if this throttling goes away. My laptop has this set to 85 amps but it is locked so I cannot go higher. That is plenty high enough so it is not causing me any problems.



You are correct that many Dell laptops are not very happy when using non-original chargers. The laptop might throttle or not charge the battery. The bios might lower the current value when it detects a non-Dell charger.

yep, just as you said, it's throttling, it says 55 and its locked, so I guess I'd have to buy a charger from Dell, thank you!

A setting of 55 is on the low side but there is no guarantee that a new power adapter will change anything. Dell might have set the current limit to 55 no matter what power adapter you use. There might also be another current limit that is set even lower than 55. Throttling problems are not always easy to solve. If both of these limits are locked by the bios, not much you will be able to do.
