I seem to be running hot for no good reason. .The fan spins but simply doesn't go into high gear and spin faster as my laptop gets hotter.
The fan is clean as a whistle, there isn't anything to stop it from going faster, but it just doesn't. I don't keep it on the bed, couches or whatever other objects people like to put theirs on. This is simply that the fan isn't kicking into HIGH SPEED.
The fan pretty much just idles at the same LOW speed regardless of how hot or cold the laptop has gotten.
I have gone under power management and into cooling options and set them all to PASSIVE. .My BIOS don't give me any access to fans. .SpeedFan doesn't support me I guess since it doesn't see any fans, and neither do any other fan control programs out there.
Does anybody have any ideas ? ? I am running Windows 7 64-bit and laptop just reaches temps of 70-80 Celsius like its nothing. Everything is up to date. I have a hard time keeping it under 75 Celsius with a cooling pad.

Have you checked Windows Task Manager to see if any apps are hogging your cpu?

By the way I meant to say that I have set the cooling options to ACTIVE. .I made a mistake saying that I had set them to passive.
no, nothing is really running to heat it up.
The problem though is not what is heating it up. .the problem is that the fan will NOT go faster to cool it down. .the fan simply stays on the slow idle speed. -
What model laptop is it?

How old is this laptop? It could be time for repasting. Or if as you say, your fans doesn't spin, it could be your heatsink is broken..

I had similar problem with my sony vaio with is close to 3yrs. old.
Temp. was running around 90degree.
Fan was clean as a whistle.
i replaced the thermal paste and now it's around 70 degree even with prime 95 running.
Chances are if your fan works fine, than your thermal paste is old and needs to be replaced.
So i suggest you download speedfan
Also provide the info mentioned in above posts to that we have better understanding. -
Don't use Speedfan. HWmonitor is the way to go.

I have the opposite problem, once the fan get up in higher rpm and the cpu has cooled off, it wont go down again!!!

This is an MSI A6000-029US or aka CR600.
I have ordered some new Arctic Silver 5 paste. . .But the problem is that the fan only idles and never goes any faster or slower, , ,EVER. . no matter how hot or cold the laptop is.
Speedfan doesn't work on most laptops, and I have the one which it doesn't work on. .I use HWMonitor, but that's simply how I read the temp at which the laptop is running at. .There is no controlling the fan speed in any way.
Not sure why the fan doesn't spin at a certain speed according to the heat of the laptop. . .So that's the problem that the fan spins, but never goes into high gear.
