I know that desktop HDDs get damaged fairly easily if they are moved while in use, or with other vibrations like fans, but how about laptop HDDs? Can I use a laptop while in a bumpy car? Move it around a lot while in use?

They are designed to withstand movement -- I've used mine on trains and planes without any problems and occasionally carried it around without putting it to sleep first. That said, it's a precise mechanical part that is rotating thousands of times per second. Don't vibrate it any more than necessary.

However, they don't like movement that much either.
Carefully carrying your laptop while on won't damage it.
A smooth car ride should be OK too.
A bumpy car ride can damage the HDD.
If you need somehing shockproof, then get a SSD.
